    Nope. Ain’t gonna happen. Our representatives are populist and competitive. They have no incentive to reduce their voting pool down to only citizens. Secondly, the counting does more than portion out house reps. It also portions out disaster relief and draft notices and taxed services.

    Allow me to offer a counter argument: perhaps it’s time to amend the Constitution so that the number of Representatives grows with the population!
